Dies ist ein Stück Reformgeist. Die Zivilgesellschaft, verkörpert durch den “Homo civicus”, müsste eine zentralere Rolle im politischen Geschehen einnehmen, um Demokratie, Forschung, Wissenschaft zu revitalisieren und bürokratischen Stillstand zu überwinden. Durch ein Modell, das Bürger stärker in Entscheidungsprozesse integriert und die Zivilgesellschaft als verbindendes Element zwischen den politischen Polen sieht, entstehen transformative Ansätze, die Partizipation und Demokratie fördern.

Civil society remains abstract for many especially in the international context. This is an attempt of homogenisation. It features the civil society and the embedded homo civicus in a non-partisan and meta-ideological frame. His capital is the honorary and voluntary engagement in many significant societal fields. All in all, the homo civicus is flexible and agile equipped with a quantum mobility versus the long-winding bureaucratic state. Quantum democracy could revitalize it.
